Livestock as a Priority: Government Support and Digital Solutions

Government Support
700 billion tenge annually this is the amount of concessional financing the Government of Kazakhstan plans to allocate to the agro-industrial sector starting from 2025. This is the largest support package in the country’s history for spring fieldwork and farm modernization, including livestock.
Subsidies for the construction of livestock complexes and the purchase of equipment: the government reimburses up to 50% of capital construction costs and the purchase of specialized equipment (drinkers, manure removal systems, ventilation, milking parlors, etc.).
Concessional loans at 5% interest, as well as government loan guarantees, make livestock development accessible even for small and medium-sized enterprises.
A livestock modernization program until 2025 prioritizes digitalization and productivity improvement. It supports process automation, sensor systems, climate control, and digital accounting.
Support is also provided through the Agro-Industrial Complex 2021–2025, international initiatives (e.g., FAO and the European Bank for Reconstruction and Development), and investment agreements with companies from the EU and China.
Starting from 2024, there is an increased focus on exporting meat and dairy products (to China, EAEU countries, and the Middle East), making livestock modernization not only a national priority but also a key area of foreign trade.
