Support for Agribusiness in Kazakhstan
Kazakhstan is strengthening its support for agricultural producers: preferential lending, subsidies, government programs, and international partnerships are creating a favorable environment for the development of agribusiness.
Livestock as a Priority

Government Initiatives and Support Measures
700 billion tenge annually — this is the amount of preferential financing the Government of Kazakhstan plans to allocate to the agricultural sector starting in 2025. It is the largest support package in the country’s history for spring fieldwork and farm modernization, including livestock farming.

Subsidies for the construction of livestock complexes and the purchase of equipment: the government reimburses up to 50% of costs for capital construction and specialized equipment (watering systems, manure removal systems, ventilation, milking parlors, and more).

Preferential loans at 5% per annum, along with state-backed loan guarantees, make livestock development accessible even for small and medium-sized enterprises.

Livestock modernization program until 2025, with a focus on digitalization and productivity improvement. The program supports automation of processes, sensor systems, climate control, and digital record-keeping.

• Support is also provided through APK-2021–2025, international initiatives (such as FAO and the European Bank for Reconstruction and Development), and investment agreements with EU and Chinese companies.

• Since 2024, there has been an increased emphasis on the export potential of meat and dairy products (China, EAEU countries, Middle East), making livestock modernization not only a national priority but also an important direction in the country's international trade.
